Quick answer

ASRock lists BIOS 3.10 as the support floor for a Ryzen 7 9800X3D on the B650I Lightning WiFi. If the board has an older BIOS, follow its exact manual: this model uses BIOSUBU.BIN plus a BIOS image renamed PSPBIOS.IMG. The generic ASRock CREATIVE.ROM procedure is not the procedure printed for this board.

Start with the BIOS version, not with a blind reflash

ASRock's exact Ryzen 7 9800X3D support table lists BIOS 3.10 for the B650I Lightning WiFi. That is the minimum version ASRock associates with CPU support as of October 22, 2026. It is not necessarily the newest BIOS available, and it does not mean every no-display symptom on version 3.10 or later is a BIOS-compatibility failure.

If the board has never been updated, ASRock says the sticker on the BIOS chip shows its factory BIOS version. If the system already reaches setup, ASRock also says the current version appears in the BIOS Main menu. A sticker below 3.10 establishes a clear reason to update before expecting the 9800X3D to work. A sticker or setup reading of 3.10 or later means the processor meets ASRock's published version floor; investigate assembly and hardware separately instead of repeatedly flashing solely because the machine does not POST.

AMD identifies the 9800X3D as an AM5 Ryzen 9000-series desktop processor, while the exact motherboard page identifies the board as AM5 and currently lists Ryzen 9000 support. Socket and family alignment still do not replace the BIOS-version row.

This board does not use the generic CREATIVE.ROM recipe

The most important detail is model specificity. ASRock has more than one Flashback implementation. The B650I Lightning WiFi user manual publishes an AMD USB BIOS Flashback procedure that requires two files in the USB root:

Do not rename the image CREATIVE.ROM for this board just because a generic ASRock guide or another motherboard uses that name. Do not omit BIOSUBU.BIN. A file-name recipe is part of the Flashback controller's documented input, not a cosmetic preference.

Download both required items from the official B650I Lightning WiFi BIOS page. Confirm the complete model name before downloading; B650I Lightning WiFi, B650E PG-ITX WiFi and B850I Lightning WiFi are different products. Extract the archive as ASRock directs rather than renaming the ZIP file itself.

The exact USB requirements are unusually narrow

Requirements stated in the B650I Lightning WiFi manual
ItemDocumented requirementCommon mismatch to avoid
USB interfaceUSB 2.0 onlyAssuming any newer USB drive is equivalent
CapacityUp to 32GBCreating a small partition on a larger drive without manufacturer confirmation
File systemFAT16 or FAT32NTFS or exFAT
Root filesBIOSUBU.BIN and PSPBIOS.IMGLeaving the files inside a folder, keeping the downloaded name or using CREATIVE.ROM
Rear portThe specifically labelled USB BIOS Flashback portUsing another rear or front-panel USB port

Formatting erases the selected USB drive. Verify its drive letter and back up its contents before formatting. Keep the Flashback media separate from any USB device holding a BitLocker recovery-key backup.

Use the board-specific installed-component and power state

The exact manual instructs the user to install the CPU, CPU fan and DRAM. It recommends connecting that fan to CPU_FAN1. It then requires both the 8-pin ATX12V processor-power connector and the 24-pin ATX motherboard-power connector before the PSU's AC switch is turned on. The computer itself is not powered on for the Flashback procedure.

This is another reason not to copy a generic no-CPU video or guide. ASRock's generic workflows can describe different installed-component states, but this guide follows the manual for the named B650I Lightning WiFi. Do not remove a correctly installed 9800X3D merely to imitate another board's process. Conversely, do not confuse the 8-pin CPU-power lead with an 8-pin PCIe graphics lead; follow the PSU and motherboard connector labels.

The manual also says to unplug devices from every other USB port, leaving only the Flashback drive in the designated port. It does not instruct the reader to power the whole system on, boot Windows or enter BIOS before pressing the rear button.

Board-specific Flashback sequence

  1. Confirm that an update is needed. Compare the board's current or factory version with the 3.10 support floor, then read the notes for the selected BIOS release.
  2. Prepare the exact supported drive. Use USB 2.0, no larger than 32GB, formatted FAT16 or FAT32.
  3. Prepare both root files. Download the correct board package and BIOSUBU.BIN. Extract the BIOS image, rename it PSPBIOS.IMG, and place both files at the drive root.
  4. Prepare the motherboard as its manual states. Install CPU, CPU fan and DRAM; connect 8-pin ATX12V and 24-pin ATX power. Turn on the PSU's AC switch without powering on the PC.
  5. Remove other USB devices. Insert the prepared drive into the labelled USB BIOS Flashback port.
  6. Start Flashback. Press the Flashback switch for about three seconds. The LED should begin blinking.
  7. Use the LED endpoint. Leave the board powered while it is blinking. The manual describes completion when the LED stops, at approximately two and a half minutes, followed by a restart into BIOS.
  8. Verify rather than assume. Read the BIOS version in setup and confirm it matches the selected release before changing tuning settings.

Interpret only the LED states ASRock documents

Exact-manual LED outcomes
Observed stateWhat the manual saysSafe response
LED begins blinkingBIOS flashing has started.Do not interrupt it; wait for the documented endpoint.
LED stops blinkingFlashing is complete; the manual says the system then restarts and enters BIOS.Verify the displayed BIOS version.
LED becomes solid greenFlashback is not operating properly.Turn off the PSU's AC switch for several minutes as the manual directs. Before retrying, recheck the exact drive, files, port and power connections.
LED does not lightFlashback does not work.Turn off the PSU's AC switch for several minutes, then revalidate every documented prerequisite.

The manual does not publish a decoder for “three blinks,” “five blinks” or every possible timing pattern. Do not assign a failed component from an undocumented blink count. Record the behavior, BIOS package name, USB model and board serial number, then contact ASRock support if the exact documented preparation produces no valid start or completion state.

Protect encrypted data before changing firmware

The board manual warns that Flashback affects TPM-related state. Before using it on an existing Windows installation, it instructs users to suspend BitLocker and other encryption or security that relies on the TPM, store and back up the recovery key, and disable fTPM before the update. Follow the current board documentation and the policies for a work- or school-managed PC.

Microsoft explains how to back up the BitLocker recovery key and warns that Microsoft Support cannot recreate a lost key. Confirm that the backup is accessible from another device before starting. A new, empty build without an encrypted operating-system drive does not have existing BitLocker data to protect, but the hardware and file requirements still apply.

What a successful flash proves—and what it does not

A verified BIOS version of 3.10 or later resolves the published CPU-support prerequisite for this exact board and Ryzen 7 9800X3D. It does not prove that CPU seating, socket pins, DRAM placement, cooler mounting pressure, PSU cabling, display path or another component is correct.

If Flashback completes but the build still does not reach BIOS, stop treating firmware as the only variable. Return to the motherboard's installation and troubleshooting sections, use one supported memory configuration, verify the display connection and power leads, and contact the relevant manufacturer when the evidence points outside the documented Flashback process. Do not cycle through unofficial firmware files or voltage settings as a no-POST experiment.

If the computer already boots on 3.10 or newer, do not reflash merely because an old forum post says every 9800X3D requires it. Read the current release notes and update only with an understood goal and a recoverable data plan.

Common B650I Lightning and 9800X3D questions

What BIOS does the Ryzen 7 9800X3D require?

ASRock's CPU support table lists BIOS 3.10 for the B650I Lightning WiFi. Treat it as the support floor and check the board's current BIOS page for newer releases and their notes.

Can I use Flashback without an older CPU?

The feature does not require the PC to boot into BIOS, but this exact manual still instructs you to install the CPU, CPU fan and DRAM before Flashback. Follow that board-specific state rather than a generic “bare board” procedure.

Should the BIOS file be named CREATIVE.ROM?

No for the procedure printed in this board's manual. It requires BIOSUBU.BIN and the extracted BIOS image renamed PSPBIOS.IMG, both in the USB root.

Can I use a 64GB USB 3 drive with a 32GB partition?

That is outside the exact documented requirement. The manual specifies USB 2.0 only and capacity up to 32GB. Use media that meets both conditions instead of assuming partition size substitutes for device capacity or interface.

What does a solid green Flashback LED mean?

ASRock says Flashback is not operating properly. Turn off the PSU's AC switch for several minutes, then check the board-specific USB, two root files, labelled port and power state before another attempt.

The board already has BIOS 3.10 but will not POST. Is the CPU unsupported?

Not according to ASRock's version table. A completed version check at 3.10 or later satisfies the published BIOS floor, so continue with exact-board assembly and hardware troubleshooting instead of declaring the 9800X3D unsupported.
